That's the whole idea behind it.
From the website:
" On Sunday, September 25th, the first edition of the festival ZUID BIJ ZUIDWEST (and that's SOUTH BY SOUTHWEST, translated in Dutch) will take place in Tilburg, The Netherlands. Set up by independent booking agents from this city, it'll showcase about 35 bands in 7 indoor venues. Expect mostly underground music in all shapes and forms. Punk, hardcore, metal and indie rock get blended with hiphop, electronic music, breakcore and singer/songwriters.
The reason for setting up this new festival is mostly because a lot of festivals aim for the safe bets. There are almost no events where national and international up and coming bands get a chance to present themselves to a broad, open-minded crowd ánd indie press. ZUID BIJ ZUIDWEST will guarantee you a mix of new bands and rising stars for the upcoming year!
The festival in shape somewhat resembles the mother of all festivals, the annual South by Southwest festival in Austin, Texas and will feature a good portion of Dutch talent next to international bands from all over the globe. On this site [www.zxzw.nl] you'll be able to check up on the ZXZW program weekly, as new acts and bands get added..."

There's a good chance I'll go. The ticket price is more than fair, only 10 euro. The only other costs would be for a hotel and the journey. Fortunately a cab driver from Tilburg told me about this cheap hotel in the centre: www.hetwapenvantilburg.nl/ so I might book a room over there so the costs will be limited to a minimum. I only know a few bands, and they're pretty good. There a couple of Earth-ish bands, a Pixies cover band, some hardcore bands, a good 'alt-country' band I've seen before and so on. Tranmission0 has performed with Sunn 0))) in Manchester, on Furyfest in France (the line-up also featured the Melvins, Neurosis, Mastodon, High On Fire and so on) and Steve Austin (Today Is The Day) has offered to do some vocals on their upcoming album, which will maybe appear on Relapse. This may sound too much metal to Mudhoney1988, but currently they're on Go Kart, home of the Buzzcocks ;]
